Coal accounts for about 70% of total primary energy consumption, which is more than 30 percentage points higher than the world average. In 2009, the Chinese government made a commitment to the international community to “striving for non-fossil energy in 2015, which accounts for about 15% of primary energy consumption, and the unit of GDP of CO2 is 40% to 45% lower than in 2005”. In order to accomplish this goal, China's "Twelfth Five-Year Plan" outline clearly states that in 2015 China's non-fossil energy sources accounted for 11.4% of primary energy consumption from the current 8.2% to 11.4%.
